Estonia maintains strict visa restrictions for Russian citizens

Estonia’s visa policy is in solidarity with our neighbouring countries, and Russian citizens are still prohibited from entering the country across external borders with a short-term Schengen visa, regardless of the country in which the visa was issued.

BORDER CROSSING RESTRICTIONS FOR CITIZENS OF THE RUSSIAN FEDERATION AND BELARUS ARE AS FOLLOWS:
  • On 9 April 2022, the regulation of the Government of the Republic entered into force which established restrictions for the citizens of the Russian Federation and Belarus seeking to work in Estonia for a short period or a temporary residence permit or visa for the purpose of work or business. The purpose of the sanction is to stop the granting of new grounds for a stay or residence for work and business purposes.
  • On 30 July 2022, the regulation of the Government of the Republic entered into force which established restrictions for Russian citizens applying for a visa or temporary residence permit to study in Estonia.
  • On 18 August 2022, the regulation of the Government of the Republic entered into force which established restrictions on crossing the border for Russian citizens with a visa issued by Estonia for the purpose of tourism, business, sports or culture, and restrictions on accepting visa applications in all foreign missions of Estonia with exceptions for close relatives and humanitarian considerations.
  • On 19 September 2022, the regulation of the Government of the Republic entered into force which prohibits all citizens of the Russian Federation with a valid short-term Schengen visa from entering Estonia, regardless of their destination country or in which Schengen country they have been issued a visa.
