The right to vote of a citizen of a Member State of the European Union in the elections of the European Parliament

A citizen of a Member State of the European Union has the right to be entered in the voter list and vote in Estonia if:
1) he/she has turned 18 by the election day;
2) his/her permanent residence is in Estonia, that means the data about his/her Estonian residence are entered in the Estonian population register;
3) he/she has not been deprived of the right to vote in his/her Member State of origin;
4) he/she has not been declared incapacitated with regard to the right to vote;
5) he/she is not serving a prison sentence imposed by the court for a crime.

If a citizen of a Member State of the European Union wants to vote in Estonia, he/she must submit a signed application in order to be included in the list of Estonian voters to the Ministry of the Interior no later than the 30th day before the election day. If a voter has already submitted an application to be included in the list of Estonian voters once, and he/she continues to live in Estonia during the next elections of the European Parliament, he/she does not need to submit an application again for the next election.

The Ministry of the Interior informs voter´s home Member State of which voter holds citizenship of entering voter in the list of Estonian voters.

European Parliament elections – 9 June 2024

At the end of March 2024, the Ministry of the Interior will inform the citizens of the Member States of the European Union about the possibility to be included in the list of Estonian voters for the 2024 European Parliament elections and how to apply for that. The deadline for submitting an application  is 10 May 2024:
-    in the e-population register portal e-service “My voting information” (rahvastikuregister.ee > My data > My voting information; access to the portal with ID-card, Mobile-ID or Smart-ID). 

If voter cannot use e-service he/she can send the application by post, a copy of the page of his/her identity document containing personal data has to be appended (addressee: SMIT, Mäealuse 2/2, 12618 Tallinn). The application can be printed at siseministeerium.ee/ep2024.

After receiving an application to be entered in the list of voters, voter will be informed of entering or not entering in the list of voters. If voter is entered in the list of voters, the Ministry of the Interior will send an election information sheet, informing voter of voting options, the locations of voting premises, and the time of voting not later than by 30 May 2024. The Ministry of the Interior informs voter´s home Member State of which voter hold citizenship of entering voter in the list of Estonian voters.

 If voter was entered in the list of voters at the previous elections of the European Parliament in Estonia, voter will also be entered in the list of voters of the European Parliament elections in Estonia in 2024. 

If voter no longer wish to participate in the European Parliament elections in Estonia, voter have the right to send a signed application to be deleted from the list of voters to the IT and Development Centre of the Ministry of the Interior of Estonia by 10 May 2024 at the latest by:
- sending a digitally signed application by e-mail to [email protected]  or
- sending the application by post to the address: Mäealuse 2/2, 12618 Tallinn.
