The aim of the project was to give free legal counseling for asylum seekers and refugees arriving to Estonia. During the project individual legal consultations were provided to 20 persons. 10 court applications were prepared and 6 persons were represented in court. Information for asylum seekers was published on the web-site (in 5 languages) and in local newspapers. 2.
The objective of the project was to create an initial registration centre for asylum seekers. In order to found such a registration centre, the building in which the Mäekalda office of the CMB was currently located was reconstructed. In the registration centre asylum procedures are carried out and the is a possibility to provide accommodation to people seeking international protection.

The aim of the project was to raise the competence of officials and organizations dealing with the reception of asylum seekers in connection with the entry into force of the new Act on international protection. For this purpose, the follow-up project MINAS-II was written, based on the funds of 2006. In the framework of the project, the practice of Finland and Sweden in relation to mass influx of refugees was introduced to Estonian officials, although the activities were not carried out in full as the national immigration crisis plan was not completed in time. In addition, Labour Market Board officials were trained and a study trip was organized for them during the project in order to increase the officials' awareness of the integration of asylum seekers in the labour market. Furthermore, information materials were compiled for asylum seekers about labour market services in Estonia. Training materials were developed for Border Guard officials whereas the training itself was carried out in the framework of MINAS-II. 3. 1,458,000 EEK 1,093,500 EEK The goal of the project was the improvement of interpersonal and problem-solving skills of officials working closely with refugees. A 2-day international seminar was organised for 300 representatives of organizations having close contact with refugees. Based on the training materials, 3,000 information booklets were compiled and published dealing with different aspects of working with refugees. The information material was distributed among the representatives of relevant institutions.
1. 555,974 EEK 416,981 EEK The goal of the project was to improve the quality of asylum proceedings by increasing the number of languages and competent interpreters employed at interviews by the means of inclusion via video connection. During the project, Estonia joined the Interpreters’ Pool 2007 (IP 2007) project as a beneficiary country, which enables the use of services of interpreters from other countries via video link. Videoconferencing equipment compatible with the IP 2007 was obtained in the framework of the project, information leaflets were created and published and an information day was organised in order to introduce asylum issues and the project. 2. 798,922 EEK 599,191.50 EEK The objective of the project was to provide information on the possibilities of voluntary return to persons seeking international protection and persons granted international protection as well as to persons who have been denied international protection and to assist them on their return to the country of origin. During the project, information relating to voluntary return (about the rights, responsibilities and possibilities) was gathered and a corresponding electronic data base was created (www.migfond.ee/avr). During the project, information relating to voluntary return was given to the target group as well as information leaflets with relevant information compiled in three different languages. A total of three applications were filed for the return to the country of origin, one of which was satisfied. 3. 1,080,000 EEK 810,000 EEK The goal of the project was the integration of people granted international protection using an individual approach. The project was first planned to last for two years, but was then shortened to one year because of the difficulties with its implementation. During the project, the situation of persons granted international protection was mapped and analysed. This included commissioning expert analyses about legal acts related to persons granted international protection, about the operation of state structures as well as the rights, social protection and education possibilities of persons granted international protection in Estonia. In addition, interviews were conducted with people in the target group in order to map their needs for integration in the Estonian society. Based on the interviews, relevant training programmes were developed. Additionally, information leaflets “The rights and responsibilities of the individuals under international protection. Frequently answered questions” were published in Estonian, French, Arabic, Turkish, Russian and English. 4. Raising the awareness among the population of Ida-Virumaa about asylum seekers and persons granted international protection Ida-Virumaa Integration Centre 726,423 EEK in 2006; 508,122 EEK in 2007 544,817.25 EEK in 2006; 381,092 EEK in 2007 The aim of the two-year project is to raise the awareness of the population of Ida-Virumaa about asylum seekers and persons granted international protection as well as to introduce the principles of the refugee policy and legislation of the European Union and the responsibilities of the Republic of Estonia for the implementation of this policy. The project aims to increase the tolerance of the people in Ida-Virumaa towards asylum seekers regardless of their country of origin, cultural characteristics and language. As one activity of the project, 10 mentors will be trained in order to hold lectures (both in Estonian and Russian) to different target groups in the future who will also be able to act as support persons for persons seeking asylum or persons granted international protection, if necessary. In addition, a survey will be conducted among the residents of Ida-Virumaa in order to define the awareness, readiness and attitude of local people in relation to asylum seekers and persons granted international protection. A handbook of the issues relating to refugees (legislation and situation) and about the cultural background and traditions of refugees from different countries of origin will be compiled. Based on a previous survey, 18 training seminars will be carried out in different towns in Ida-Virumaa in Estonian as well as Russian introducing the legislation and international experiences related to refugees and giving an overview of the activities and organizations of the Estonian Republic related to this matter. 5. Minimum Standards for Reception, Protection, and Qualification of Asylum Seekers in Estonia - MINAS II International Organization for Migration Tallinn Office 1,996,893.36 EEK 1,497,669.36 EEK The present project is a follow-up of MINAS-I. Thus, the objective of the project is the same: to assist the government of the Republic of Estonia in meeting the requirements of the Act on Granting International Protection to Aliens by providing technical assistance to and increasing the performance of relevant governmental agencies. Firstly, a training will be carried out for the Citizenship and Migration Board for the implementation of the national crisis plan in the event of mass immigration. A second phase will then be carried out to increase the competence of labour market officials in order that the officials are able to assist asylum seekers on entering the labour market. In addition, training will be carried out for Border Guard officials about the international and national legal instruments governing the asylum seeking processes; for this purpose, training materials developed during MINAS-I will be used. MINAS-II also foresees new activities, such as increasing the competence of judges by developing a suitable professional behaviour standard for dealing with asylum cases and by producing and publishing video materials with reports from experts. During the project, living conditions of asylum seekers in initial accommodation centres will also be improved.

Supported voluntary return Estonian Migration Foundation 986,871.48 EEK 740,153.61 EEK The main aim of the project is the continuation or expansion of the foundation’s pilot project activities funded by the resources of 2006. Both projects support the voluntary repatriation of persons who have sought international protection from Estonia and have been granted it here. The main focus of the project is providing information about the possibilities of voluntary return to persons belonging to the target group as well as their social and legal counselling and assistance upon their return. The project attempts to increase the knowledge of organizations and persons working with asylum seekers about the possibilities of voluntary return and to develop relevant procedures. For achieving these goals, a survey mapping and analysing the practices related to voluntary return will be the necessary input. 2. Developing and piloting the principles of a cooperation model for people working with asylum seekers and persons granted international protection Jaan Tõnisson Institute 973,706 EEK 730,280 EEK The main objective of the project is to develop and pilot the principles of a cooperation model for people working with asylum seekers and persons granted international protection. One of the sub-goals of the project is to develop a teaching material for Estonian language teaching methods targeted at asylum seekers and persons granted international protection and their children. Another sub-goal is to raise the competence of teachers and social workers by carrying out training and a study trip related to refugees. The third sub-goal of the project is directed at increasing the assistance provided to asylum seekers by an adaptation course. 3. Developing and providing support person services for refugees Johannes Mihkelson Centre 1,460,660.40 EEK 1,095,495.30 EEK The main aim of the project is to raise the level of preparedness in Estonia for coping with a bigger influx of refugees and to provide assistance with the integration of refugees and persons enjoying international immunity in the Estonian society. For this purpose, a refugee support person training programme will be developed and a 96-hour training as well as a 2-month internship will be carried out for the training of support persons. Additionally, officials dealing with issues related to refugees will be informed of this service and the possibilities of its implementation will be tested in the Estonian context in order to determine the possible strengths and weaknesses of the service provided. |
