Ministry of the Interior and ROTAL concluded a new collective agreement

On Thursday, 10 December, Minister of the Interior Marko Pomerants and Kalle Liivamägi on behalf of the Association of Trade Unions of Employees of State and Local Government Agencies (ROTAL) signed a new collective agreement, which establishes the minimum monthly salary rate for police officers and rescue workers for the coming year.

The collective agreement fixes the minimum rank-based salaries for 2010 and establishes changes in the work organisation of the Rescue Board.

“The thing that most gives reason for joy in this solution is that the families of nearly 1,800 rescuers will retain their income. In a situation where the funds for the rescuers’ personnel expenses are 50 million kroons smaller than as at the end of this year, the result of the negotiations is very reasonable indeed. The 15 million kroons allocated by the Financial Committee of Riigikogu were certainly a big help, but in reality the Rescue Board will have to manage with an amount that is 35 million kroons smaller in the coming year,” said the Minister of the Interior Marko Pomerants.

The parties to the agreement agreed that starting from 1 January 2010, the minimum rank-based monthly salary for a 40-hour working week will be 8,280 kroons for police officers, 6,900 kroons for I group commando rescuers, 8,280 kroons for II group commando rescuers and 9,200 kroons for III group commando rescuers.

In regards to the work organisation of the rescue workers the collective agreement establishes a 24-hour on-call shift, of which 22 hours are considered working time and 2 hours a break. In order to organise the rescue services in the best way possible, while still maintaining the salary level in the reduced budget conditions, 38 jobs will be made redundant.

“We tried to spare the rescuers as much as possible and reached a solution according to which the positions of 22 rescue workers in rescue commandos and 16 positions in support structures will be eliminated,” explained Pomerants.

Kalev Timberg, the director general of the Rescue Board, stressed that this will not reduce the availability of rescue services for the people and consistent lifesaving capability will now be ensured in 64 commandos instead of the former 42.

The collective agreement concluded between the Ministry of the Interior and ROTAL will be valid from 1 January to 31 December 2010.
