Exercise Scenario

On the 20th week of year 2011 there will be several VIP events simultaneously in different parts of Estonia. The VIP meetings will be about delicate matters of using nuclear power in different countries and about their security.

There will be a lot of protests in different parts of the world during these meetings and also some threats to use a ’’dirty bomb’’ against governments hosting the VIP meetings.

Several international organizations recommend Estonian government to ask international support to prevent or diminish the consequences of such attacks. Then the Estonian Rescue Board and the Estonian Security Police (KAPO) will make preparations to meet the Finnish, Swedish’, Lithuanian’s, Dutch’ and Great Britain’s rescue and police supporting forces.

The exercise will take place between 15th to 21st of May 2011. The script will be forged by a EU summit in Tallinn, which will be preceded by formal science-conference in Tartu, where several government delegations, at the head with ministers, will attend.

The script of the Tartu exercise is preparedness for the summit, which will be clouded by several chemical accidents(enterprise with a major risk threat, transport of dangerous substances) one exercise with a radioactive element. The case will conduct a widespread evacuation and removal of pollution in a dense settlement. The same script will be used in the exercise’s headquarter-exercise and field-exercise.

The exercise in Tallinn is a hostage case in Tallinn Airport, which will be additioned by a ’’dirty bomb’’ incident.
