Supported projects

The External Border Initiative 2003 (EBI 2003) for Estonia is one of the 20 projects approved within the second part of the Phare National Programme. On September 9, 2003 the Head of the European Commission Delegation Mr. John Kjaer and the Minister of finance Mr. Tõnis Palts signed the financial memorandum of the programme.

The EBI 2003 total amount of financing is EUR 1 150 000, where EUR 1 050 000 is earmarked for grant scheme projects support and EUR 100 000 are appropriated to the technical assistance for Regional Development Department of the Ministry of Internal Affairs.

The overall objective of the External Border Initiative programme is balanced development of the Estonian border regions with Russia. The eligible beneficiaries of the support are local and county governments, associations of local authorities, non-governmental organisations, and foundations. The eligible Estonian counties are Ida-Viru, Jõgeva, Tartu, Põlva and Võru, which are the target regions in the North III A Priority between Estonia-Latvia-Russia within the Baltic Sea Region INTERREG III B programme as well.

The specific aim of the programme is to strengthen the ability of local actors to fully utilise the opportunities for development offered  by the Interreg programme and provide them with a wider experience for the design and implementation of cross-border projects.

The External Border Initiative programme will support institution building and investment projects in the following areas: transport, environment, tourism, institutional and economic development

The Estonian public co-financing should be minimum 25% of the total project cost and can be only in cash.

Programme management

The management of the programme is analogous to all Phare projects management structure. The Central Financing and Contracting Unit at the Ministry of Finance (CFCU) is responsible for preparation and conclusion of grant contracts as well as for making payments to the beneficiaries The Ministry of the Interior (in the person of Programme Officer - PO) is responsible for the overall implementation of the programme. The functions of the Programme Manager are to co-ordinate and monitor the programme performance, to consult the applicants and to report on the programme status.
