Residence notices are submitted to the departments of the rural municipality or city government (district government in Tallinn) or official (registrar) that deals with the Population Register, by the individual in connection with moving to Estonia, changing their residence in Estonia, moving abroad, or moving to Estonia from abroad. 

Amendments to residence data can be submitted:

• as a digital letter by e-mail. For this, the individual must have an ID card and computer with the corresponding settings (www.id.ee);
• a written residence notice can also be filled out on site or be sent by mail.

Necessary documents for submitting a residence notice:

• residence notice. Forms-  doc form (can be saved and sent a digital letter);  pdf form (can be printed)
• copy of the personal data page of the individual’s personal identity document if the documents are sent by mail (not necessary in case of a digital letter or appearing in person);
• copy of the document proving the right to use the premises or approval of the owner of the premises entered on the residence notice – if the individual submitting the notice is not the owner of the premises. If the residence notice is submitted by e-mail, the owner of the premises shall also confirm his/her approval by digital letter;
• approval of co-owners or their representative for the submission of the notice – when submitting data on co-owned premises;
• document proving membership in a ship’s crew – if a ship entered in the Estonian Ship Register and its home port are submitted a the residence.

With a residence notice, the individual and his/her adult family members confirm their wish to change the address data of their current residence in the Population Register. The residence notice shall be signed by all the adult individuals submitted on the residence notice.
