Access to data in the Population Register

Physical persons

Every private individual has the right to get information regarding his/her data in the Population Register and that of his/her minor children or his/her wards. The data (including Population Register excerpts for submission to various administrative agencies) is issued by local governments and AS Andmevara, the authorized processor of the Population Register at Pärnu mnt 139 D/1. It is also possible to become familiar with one’s data through the X-rail citizen’s portal  .

In the case of legitimate interests, a private individual also has the opportunity to get information about other individuals, if access restrictions do not apply to this data. In order to receive information, a reasoned application must be submitted to AS Andmevara, the authorized processor of the Population Register. 

Legal persons

In the case of legitimate interests, legal persons have the right to access to personal data and data in documents, if access restrictions do not apply to this data. In order to receive information for less than one hundred individuals, a reasoned application must be submitted to AS Andmevara, the authorized processor of the Population Register at Pärnu mnt 139 D/1.

If data is required on more than one hundred people per year, a reasoned application must be submitted to the Ministry of the Interior, who approves the issuance of data. In case of a positive answer, AS Andmevara must be approached for the technical execution of the job.

Access to Population Register data for performing public tasks

The institutions of the state and the local governments as well as physical and legal persons have the right to access the data in the Population Register for performing public tasks. Public tasks include tasks that have been assigned to institutions of the state or local governments, legal or physical persons by the law or other legislation.

 Access in the case of legitimate interests

In the case of legitimate interests, legal persons have the right to access, if access restrictions do not apply to this data. For access to the Population Register data, an agreement will be concluding according to the procedures specified in § 19 of the Population Register Act. An application for concluding a contract must be submitted to the Ministry of the Interior.
