Regional Minister Jaan Õunapuu condemns the closure of regional health insurance fund bureaus

Regional Minister Jaan Õunapuu: "The decision of the health insurance fund to close the regional customer service bureaus does not comply with clause 82 of the coalition agreement which requires that the services offered by the state in all Estonian counties must be made available to the local population as easily and closely to their place of residence as possible.

Considering the effect of such a step on the way of life outside county centres, redundancy of the service bureaus and transfer of their functions to Estonian Post Ltd. can be considered rather unreasoned.

The electronic data change proposed by the health insurance fund is a somewhat premature solution in the county centres at the moment as there are many people who have no necessary conditions for such activity. Also, it is not possible to ensure a similar service and counselling by the telephone as by direct communication with the customers.

The proposal of the county governors regarding the opening of regional service stations of the health insurance fund in all county centres is a highly appropriate proposal considering better ways of providing public services and is thus worth considering.

In order to guarantee decent living conditions for every person irrespective of the place of residence, the focus should be on the improvement and not on the redundancy of availability and quality of public services."
