Operative radio communications (ORC) network

The goal of the project developed at the Ministry of the Interior in cooperation with Estonian law and order agencies and security structures is to ensure, via the creation of the interagency operative radio communications (ORC) network, the Estonian national security, life and health of the people, safety and public order.

The ORC will be used by the police, rescue services, border guard, security police, Tax and Customs Board and Defence Forces. It will also be possible to connect to the network, as necessary, other institutions and enterprises involved in crisis management.

ORC network will have to cover the whole territory of Estonia, enable creation of different user groups, be independent of other communications systems, ensure data transmission access to different information servers, enable organisation of cross-border cooperation with the corresponding structures of the neighbouring countries and so on.

The Ministry of the Interior has launched a tender process for the acquisition of technology for ORC network between departments. The deadline for submission of applications is 14 December 2005. The tender agreement is planned to be signed in March 2006.
